A 25-year-old man with reportedly "nihilistic ideations" has been named as the suspected bomber behind Saturday'sexplosion outsidea fertility clinic in Palm Springs, Calif. Authorities announced in a news conference Sunday that suspect Guy Edward Bartkus of Twentynine Palms, Calif., is thought to have died in the blast that injured four other people and damaged several downtown businesses near the targeted American Reproductive Centers in vitro fertilization clinic. "Yesterday, a man intent on harming others in our city failed," Palm Springs Police Chief Andrew Mills said. "Palm Springs survived, and we are stronger and more resilient as a result." Akil Davis, assistant director of the FBI's Los Angeles field office, called the attack "one of the largest bombing investigations we've had in Southern California" and acknowledged that Bartkus wasn't on the FBI's radar. Bartkus allegedly used an improvised explosive device carried in a 2010 silver Ford Fusion sedan. "The subject had nihilistic ideations, and this was a targeted attack," Davis said. "We believe he was attempting to livestream it and yes, that is also part of our investigation." Veracruz Gov. Rocío Nahle García identified the cadet as América Yamilet Sánchez of Xalapa in an X post Sunday. "I deeply regret the passing of Veracruz cadet América Yamilet Sánchez," the governor wrote in a translated post. "My love, support, and solidarity go out to her family. My gratitude to the @SEMAR_mx and my wishes for a speedy recovery for those injured. Veracruz is with you." Sen. Charles Schumer, D-N.Y., said Sunday in a post on X that he was fighting for answers about whether President Trump and the Department of Government Efficiency had impacted water traffic control. "We know they've been meddling with U.S. Coast Guard staffing," Schumer said. "Trump relieved Admiral Linda Fagan as Commandant of the USCG, and that position is still vacant. And the hiring freeze has limited the ability for the USCG to staff up the Vehicle Traffic Service, that's their traffic control operation that acts like Air Traffic Control but on water. We need action for our national security, infrastructure protection, and public safety." The Department of Homeland Security (DHS) responded to Schumer's accusations that a hiring freeze led to inadequate staffing of the Coast Guard's Vessel Traffic Services, calling them "FALSE." Ntsb Says Lack Of 'Vulnerability Assessment' By Maryland Officials Preceded Deadly Key Bridge Collapse "This seems to be a complete accident," Daughtry said. "However, we're going to let the investigators determine what caused…this mechanical malfunction, whether it be with the propulsion system, with the power system…" He continued, saying the cause was something the engineers would have to determine because it was a naval vessel that city officials do not have responsibility over, or even the ability to board. Daughtry added that federal authorities will work with the Mexican government to determine who will take the lead on the investigation, whether that is the National Transportation and Safety Board or the Mexican equivalent of the NTSB. The Cuauhtémoc – about 297 feet long and 40 feet wide, according to the Mexican navy – sailed for the first time in 1982. The vessel's main mast has a height of 160 feet, according to theMexican government.Each year, the Cuauhtémoc sets out at the end of classes at the naval military school to finish cadets' training. This year, it left the Mexican port of Acapulco on the Pacific coast on April 6, according to the Mexican navy. It arrived in New York City on May 13, when visitors were welcome for several days, the Mexican consulate said. The ship was scheduled to visit 22 ports in 15 nations over 254 days, 170 of them at sea. It is unclear what caused the ship to veer off course, and investigations are being conducted by several agencies, including the National Transportation and Safety Board (NTSB). The Brooklyn Bridge, which opened in 1883, has a nearly 1,600-foot main span supported by two masonry towers. More than 100,000 vehicles and an estimated 32,000 pedestrians cross every day, according to the city's transportation department. Its walkway is a major tourist attraction. Traffic was halted after the collision but was allowed to resume after an inspection, city officials said. As midnight approached, the broken ship was moved slowly up the East River, going under and past the Manhattan Bridge, aided by a series of tugboats, before docking at a pier. Multiple conversations are ongoing on Sunday — some in person but most on the phone — asHouse Republicanstry to lock in agreements for the big, beautiful bill. Three areas are outstanding overall. Two are specific to theBudget Committee, which reconvenes Sunday night. Republicans are trying to work out a final pact on green energy tax credits, which could be a major payfor in the bill. The other item is work requirements for Medicaid recipients — and when those kick in. Fox News is told that prospective deals on this front will likely be handshake pacts or "gentlemen's agreements," as it was phrased to Fox News. Republicans Ready Late-night Session On Trump's 'Big, Beautiful Bill' After Gop Mutiny The other issue in question is the SALT deduction. That refers to state and local tax breaks for high-tax states. That provision is of the utmost importance to court the votes of moderate Republicans from New York and California. Read On The Fox News App The "SALT caucus" wanted a tax write-off, which might cost as much as $600 billion. The new proposal only costs $230 billion. Fox News is told they are trying to forge a compromise which grants a higher SALT deduction at the beginning of the bill's implementation — and then dials that back over the 10-year budgetary window for the bill. Remember, this measure must not add to the deficit over that decade-long budgetary timeframe in order to qualify for a special process to avoid a filibuster in the Senate. Fox is told that nothing will change in the bill before the Budget Committee on Sunday night. TheWhite Houseis currently addressing how to implement possible changes with a "manager's amendment" before the Rules Committee later this week. That would finalize and lock in stone the actual text of the bill. Fox is told that the GOP leadership believes they are certainly within range. The GOP brass is generally feeling good at where they stand, "so long as people don't start adding things," said one senior House Republican leadership source. House Gop Unveils Medicaid Work Requirements In Trump's 'Big, Beautiful Bill' The overall goal is to post the text of the bill early this week and go to the Rules Committee on Wednesday with a possible vote on Thursday. But one senior GOP source told Fox the timetable could be expedited with a Tuesday Rules Committee meeting — where changes would be made — and maybe go to the floor on Wednesday. Now, on to what will likely happen on Sunday night in the Budget Committee: The resolution, mashing together the text from all the other committees, failed on Friday afternoon. The process can't move forward unless they get the measure out of the Budget Committee. Hence, Sunday's 10 p.m. ET meeting. There will be little if any debate — it's only about that math. Either the GOP leadership and the White House have satisfied the concerns of those who voted nay or they haven't. In fact, if things go swimmingly, this could be wrapped up after 20 minutes or so. Here's what it will look like: The first vote is the "motion to reconsider" the failed Friday vote. If that fails, they are stuck. But if they get over that hurdle, it's on to an actual re-vote of what failed on Friday. This is the key vote. If the Budget Committee greenlights the package at this stage, it's on to the Rules Committee this week and then the floor. There will be five non-binding votes after that key vote on issues we don't need to worry about.
